YA book about a girl who raises a dragon amidst humans in a male-dominated culture

I've been searching everywhere to find a YA book about dragons that I read around 3-5 years ago. I may be accidentally including some spoilers so just a warning!
The book is about a headstrong girl who is running away from home when she comes across a dragon fighting off a bunch of wyverns. Desperate to help, the girl grabs some green flame-able powder and scares the wyverns off. Unfortunately, the dragon is already injured. She entrusts her egg to this girl (I think her name may start with a K but I'm not sure).
The girl then goes to a military building/school where her brother lives in an attempt to care for the egg. The egg hatches to reveal a black dragon, who creates a mindlink with her, which allows her to feel his pain, discomfort, and hear his thoughts. This goes both ways. She has to fight to keep her dragon and is finally allowed to do so on the condition that she joins the military. She becomes friends with a man in charge there, but still finds it hard to be accepted amongst the men there. She has to push hard to be allowed access to the library as well as the classes.
In a series of events, the girl joins a mysterious group called the Eagles. She is placed under the care of a man who's name I think is Raz Greenclaw. Eventually, she runs away with the dragon to the hills, and becomes unlikely friends with a group of dragons. I remember a ton of details about this book, but just can't seem to find the title.
Some other details include: this world is set in a very sexist culture, where the men are the leaders and women have no rights. The main character has two sisters and I think is a triplet. She kills a man who was courting her when he tries to kill her dragon. She has a very bad temper and is very stubborn. The people of the world hate dragons and want to see them destroyed or weaponized. I read this book on Kindle.

Almost sounds like that author took Dragonsong and just switched up some of the details.
