I am looking for a book that is a murder mystery, it was written between late 90s and 2003 which is when I believe I read it (no later than 2003, i do know this)
Main character is a female police officer (or works for the police in some way)
Book is set in England,
Parts of a body are found in a house fire, the body is that of a criminal and he was tortured and murdered in a vigilante way by people to lived near by and the house set on fire to cover for it. Book ends with a massive raid on the murderers and the main characters friend dies having her throat cut.
The paperback books front cover, back then anyway, was that of a finger bone with i believe burned house in the background.
Been hunting this book for a few years, stumbled on here, thought I would see if anyone knew about it.
