Earth’s only worth to the galaxy is medical expertise. YA book about first alien allowed to go to medical school on earth. She has a small, furry symbiont which is always on her shoulder.

This soudns like 1959 Alan E. Nourse novel, Star Surgeon
It is a he, not a she. But otherwise the description matches as Dal has a symbiont "fuzzy" in the story.
"The adventures of Dal Timgar, born on a planet of a distant star, who attempts to become a qualified physician of Hospital Earth. This exciting science fiction story is a selection of the Junior Literary Guild..When Dal Timgar, of all his medical class, was denied assignment to a general practice patrol ship going out from Hospital Earth to serve the medical needs of the Galactic Confederation, it seemed to him that his eight years of study in the great medical center of the galaxy had ended in failure. He had worked hard and stood at the head of his class, but Dal was different from his medical colleagues in one important way. Born on a planet of a distant star, he was the first son of an alien race to attempt to become qualified physician of Hospital Earth."

I concur. I also know how the mistake happened. In my jr high school library, I first discovered Andre Norton. One day, in a hurry to check out a book for the weekend, I grabbed Star Surgeon. Right next to Andre and with Star in the title , like many of her books. Since I had it, I read it. Good book. Read the rest of the Alan Nourse books too. Love Raiders from the Rings.

MajorKira. Good point. I suspect you may be correct about why the x-over in the description.
And yes. I enjoyed Raiders from the Rings as well. One of the first science fiction stories I had read in which a non-energ and non-lethal form of a hand weapon was deployed. I.e. the tangler. Reminded me of Spiderman's web shooters.
