YA story about a land without daughters

I read this book roughly 8-10 years ago, in the US, and I think the author was a man. The story is fiction, fantasy, most likely written for a YA to adult audience.

The story takes place in a land ruled by one main king, with I think 12 lesser kingdoms beneath him, and a religious temple that has potentially more sway than the king does.

It's about a man who becomes a monk while his sister becomes a soldier. after some time the man finds his sister after she just gave birth to a son, but the son's father did not acknowledge him due to the affair with the sister. The sister is heartbroken and angry, and uses the last of her life force to place a curse on the land so that no daughters could be born. The man takes the son in and raises him amongst the other monks.

A woman with white hair and white skin and pale eyes is brought into the monk's temple, and she is pregnant with a daughter. The father who rejected his son has been having dreams about this woman, calling her a "white devil", or a "white witch". For this reason, she's being hidden within the temple.

The rejected son grows up to fulfil a prophecy of some kind, gaining strength and skill unlike any other. Meanwhile, the only remaining daughters of the land are brought to the temple for their safety, and a fire is lit that so long as the fire burns, they are safe and no harm can come to them.
